He was the turkish ambassador in Vienna. He was appointed Principal
after Vogoridis. He did not accept his new position, nor did he ever come to
Samos. His delegate on the island, however, Georgios Konemenos ( 1850 - 1854 ),
ruled Samos. He founded the constitutional political system of the Principality.
He divided the three powers : the legislative, the executive and the judicial. He
established the obedience to the laws. He set up courts, 4 greek schools, 22 primary
schools and a printing house.
He was not famous among the Samians, though. This was due to the fact that some powerful and spoilt citizens were not used to the law and discipline that the fair Principal was trying to establish.
